Course is in draft mode and unpublished but say live when I submit for

Hi,

My course shows as 'unpublished' and in draft mode.

This is the course -

But when I go to the course and click submit I get this

So it says it's live but it isn't?

Any ideas? (I have already clicked the 'resubmit for review' again and it just says the above text again - '...your course is live...')
