I messed around with this for some time on one of my courses, and it seemed I was able to narrow it down to the 6 or 7 second range. That's where the auto generated thumbnails seem to be generating from. So, what I decided to do was add an animated intro title for each video (so that it wouldn't feel weird that there was 10 seconds of "dead air") and made sure that the 6-7 second mark was how I would want the thumbnail to look if I had control over uploading my own.
