PAN and TIN both are different , PAN - Permanent account number created for individual,
TIN - Tax Identification Numbers created for sales and purchase VAT and GST.
here we are selling the product and Udemy charge the US tax in the bill and paying us the balance money, if we have TIN i hope we can get the Tax exemption,
if we give PAN number instead of TIN can we get tax-exemption

There is no direct tax exemption. Based on the Double Taxation Treaty, a 15% withholding rate will be applied. However, you can claim it in India as part of ITR. You need to submit Form 1042-S for that.
Make sure to give right PAN number as it is important as the PAN number will be added as part of 1042-S form as well required to claim taxation benefits.
