Why cant I add a video file on the curriculum section, I don' have that opt

Hi,

 

Can someone please help. I am trying to create a new course, I am a first timer, and I am on the third lecture but I cant seem to have the option for adding  a new video. I have tried all I could.

If you move your mouse to the bottom of the gray box, there is a "plus sign" that will add a lecture.
