in First-time course creation

I upload all of my videos, write everything and put material resources and assignments for my course but I cannot submit them for review and here is the reason. I don't get it. I don't know what "CONTENT" mentioned here means. Can anyone here have the same problem and how can I solve this? Please help me! This is my first time on Udemy. Thank you so much.

    Pay attention to the lesson videos. If there is a wrench symbol, it means it is still being processed. Also, even if you have uploaded all the videos, exit the web browser and check again in 15 minutes. It's not a big problem, I've experienced it many times.
