Can we Submit a Partial course say 15 min to check if we are going in the correct path
You can upload it to your course site, but you cannot, should not publish it. If you publish a partial course you are very likely to get bad reviews and that is the last thing you want.
Also, it is very helpful to have a trusted person, someone who knows your topic and who is willing to give you honest feedback, with whom you can share your work before going public.
