Add Before or After Publishing?

Hello instructors! This might have been answered before…, I currently have a fairly structured (short) course ready to publish, but I'm considering adding additional assignments and extending some sections to provide longer and more value.
Would it be better to publish the course as it is now, gather reviews and feedback from learners, and then expand the course based on that feedback? Or should I aim to make it as comprehensive as possible before publishing? I’m wondering how this impacts student engagement and reviews.
