Can I make sure learners don't skip material?

I'm building a course and need to meet a specific requirement. The course should take about 40 hours to complete, and I need to ensure that students actually complete the material (watch the videos, read pages, etc.) and that they can't just skip through the material quickly to tests/quizzes and obtain a certificate. It's fine that some will read faster than others, but I have to provide a reasonable assurance that the student actually completed the course before they received a certificate.
Does anyone have any experience in this area? Is it something I can do with Udemy?

I think this is hard to do on Udemy. You could spend the first or second lecture on how to make the most out of the course. Note that it is fairly rare for a student to complete a course, especially a 40 hour course. I don't think students can obtain the certification without covering the entire course.
I don't know if quizzes/tests are a requirement for certification. Perhaps that's a good way to make sure they put in the work.
