Code emphasis and zooming

I am new to creating video tutorials. I am just getting started and looking for light weight tools.

Really impressed with videos at https://vuejs.org/ (press why Vue js button).

1. How do I get such effects?

2. And the way code lines are highlighted in this video - https://www.vuemastery.com/courses/intro-to-vue-js/vue-instance - while blurring out everything else. How do I get this effect in VS Code?

    , they are just using a video editor such as Camtasia and Premiere Pro

    That means they do all editing after recording video right...

    I have been using MovAvi but I didn't find functionality anywhere closer to what was there in these videos.

    Can you suggest good, preferably open source video editor.

    Also, are there any plug-ins available for vs code to achieve this on the go?

    Yes all editing is done after recording, have a look at Davinci resolve its a nice and free editor. Not sure about VSC plugins, but do tell me if you find one :)
