Our minimum requirements for a course is that it contains at least 30 minutes of video content contained within at least 5 lectures.

Start by not stealing content. It seems like lots of people who create practice tests do so by simply stealing questions from websites and other instructors.
Sure I have completed my GCP professional cloud architect certification and used to work on GCP on regular basis, so not required to steal anything.
