If the course is complete, then you must submit it for approval. If it is approved, you can then make it Live in the market-place. If it is not approved, the reasons will be given and you can act accordingly. When I submitted my first course, it came back with sound and video issues which I corrected. Do not get discouraged if this happens. Just fix it and you are then on your way.

As Jeff correctly mentioned, once you've completed your course, you’ll need to submit it for review. It must pass Udemy’s quality review process, during which our team ensures that your course meets our quality standards before it can be published on the marketplace.
