Go to solutionMicrophone: Audio Technica is classic and has served me well….there’s deals on refurbished ….https://www.audio-technica.com/en-us/at2040usb
Logitech has also served me well and some of the cameras are below $50. https://www.logitech.com/en-us/products/webcams.html

Go to solutionWith a limited budget, you're going to constrained a bit. In general, you want a decent 1080p camera, a good microphone, and a basic lighting setup.
Here's a budget oriented setup I found on Amazon:
1080 Web Cam
Logitech C920 web cam; it's been around for ages and it's the first 1080p camera I used years ago before transitioning to a dedicated 4K camera. If you have an iPhone or Android phone with a decent camera, you can try using it as well.
Microphone
The blue snowball is a good starter cardioid pattern microphone that a lot of content creators use, and it's affordable.
Lighting Kit
Generally, a 3-point lighting kit is recommended, but you can definitely get a way with a basic 2-point lighting system. This is an affordable LED one.
