(FOR INDIAN INSTRUCTOR)Do I need to file ITR after filling out the W-8BEN?

Hello everyone. I am an Udemy instructor from India. I get net revenue after a withholding tax of 15%. 

(current revenue are less than INR250k)

I have already paid 15% tax, so do I need to file an ITR with the Indian government?

I have read somewhere that, according to the Double Tax Avoidance Agreement (DTAA), I need only to file W-8BEN.

If I need to file, then which ITR form should I choose?
