A quick video lecture of 1:31s is enough to be included in the course? I vaguely remember something about a minimum of 2:00 to publish a lecture...

The minimum requirements for a course contains at least 30 minutes of video content contained within at least 5 lectures. You can check this article out for more info.

Please I having issue of back ground noise in my video that's why I have not uploaded any video in Udemy.
The noise is not too much. But if you listen very well you will be hearing some sheeeeeeee sound. I don't know can I upload it like that or you have an advice to me. Thanks

Yes, a video of 1:31 can be included in the course.
You can try editing the sound using Audacity to remove the hissing background noise. Look for any 'Audacity noise reduction' tutorial on YouTube. The process is fairly simple.
