A section with no videos in it will show up as "unpublished". Perhaps the video dropped someplace you didn't expect (it's easy for that to happen,) leaving its section empty?
But if you're seeing a section that clearly has published videos in it that's labeled "unpublished" that sounds like a bug. Sending a screenshot of it to instructorsupport@udemy.com would be the best thing to do.
