Payments are done monthly by Udemy to your Paypal or Payoneer accounts. 

On revenue report page you will see expected payment date. For more info check below article.

Please contact the instructor support center if you have any further doubts about payments.

As you see here expected payment Date has been over! It has to be months ago.
So what should I do? I have just activated my Paypal account and taxes are approved.

Secondly, How can I communicate with Customer Service Representative (a human not a robot)

Please contact the instructor support here.

They will have a look into your account but in my view since you just activated your Paypal account just now, the system did not have a way to transfer it to your Paypal account before, in this case an instructor associate will be happy to re-schedule your payment for you.
