How to create course outline ?

Hello,

First post here, be kind I attended the official "How to Create an Online Course" course.
Regarding the outline, I understand sections and within lectures.
I saw there is a Excel worksheet to train on this.

However, I can't find a way to add this outline to my "draft" course.
Did I miss something out ?
