Thor's answer is the right one, for legal advice you need to talk to lawyers, or at least policy@udemy.com. It's a complicated issue.
A third question you should be asking is "will Udemy end up flagging my course for copyright infringement and boot me from the platform?"
It comes down to whether using that GIF is so important to you that it's worth the risk. It probably isn't.

I have been in a course by Fireship, and he used a lot of gifs. It should be considered fair use right?

Read the article I linked to above. It's not established to be fair use, and if you are using celebrity likenesses it certainly is not.
