Annual account fee- partial charge, what is this?

When I checked the payment for this month on Payoneer, it showed a transaction labeled "Annual Account Fee – Partial Charge."

Below this transaction, it indicates that there is $23.67 remaining to be charged. So, I want to know if anyone can help me with that or explain it.

    As I know, Payoneer charges you twice a year for Account maintenance (approx. $30 for each tranche) if your revenues are below $2,000 per annum (via the Payoneer account). You should check their ToS in your documents.

    Hmmm. And I had debate which one PayPal or Payoneer to use. I guess if what Boris035 says is the reason, then PayPal it is for me then…
