Gift Students a Paid Course

I have created a paid course on Udemy, and I wanted to send it to students who have enrolled in my free courses. Specifically, I want to send it to students who have watched at least 75% of any of my free courses, so the course doesn't just end up in their stack of courses they will never watch. The only way to reach the students is by creating an announcement, but Udemy doesn't allow us to send promo codes through announcements.
I haven't taken any action yet, as I don't want to break any rules. Do you have any suggestions on what I can do, if anything?

    Suppose you have a free course called: "Amazing Course".

    Go to promotional announcements and select "Amazing Course".

    Midway down the screen on right look at:

    "Include students who have progressed"

    and check: "55-99%" and "100%".

    There is no option for 75%.
