If you feel that the content will be useful for students (from your own research) then, create an account and publish a course. You can do your own marketing to get students in different ways OR bring your own students so that you can get more percentage from Udemy. Reviews and selling take a long time.

The first thing you should do is to check how many other courses already exist in the subject area of the course you intend to create. Very few new instructors do this and they spend a couple months creating a course and then wonder why it doesn't sell. Very often it's because dozens of courses already exist on the topic.
Then, be prepared to wait a long time for your course to gain some traction. You will probably need to do your own marketing for the first several months.
