in First-time course creation

I just sent my first course in for review making the 45 day challenge deadline. I received a link and was told my course will be posted on the winners list once it was published. I noticed all (or at least most) of the courses on the list are priced at $12.99. Is this an automatic pricing or do I need to create a promotion?
