Cannot upload resource file

I am having a small problem. I am trying to upload a small JavaScript Resource file. The .js file is zipped with the zip container having the .zip extension. But when I go to upload I get a failed message with an XHR code of 0.

Any idea what could be wrong and what the correction is?
