Is it allowed for an Instructor to message his students to invite them to join what's app Group?

To my best knowledge, I do not think so that Udemy allows instructors to share their personal info with students.

That's a good question! I understand you want to invite your students to your What's App Group.  You are welcome to share your contact information or other services in the bonus lecture of your course. 

There are a few things you have to consider when adding the bonus lecture, for example:

• The bonus lecture has to be the last lecture of your course
• The title of the bonus lecture must include the word “bonus” 
•  You may not refer to the bonus lecture in any other section of your course 
• You can only have one bonus lecture
