In addition to consistent marketing efforts, consider optimizing your course landing page for SEO best practices to help learners easily find your course, also have a good promotional video where students can get interested in your course. It helps if your topic is in-demand and up-to-date and your course has to be at least as good as your competition. Audio and video quality is crucial. Finally the intro video and thumbnail are both important.
The first two months of your course sales is crucial since it will appear as "hot and new" and you'll get a lot of exposure. In that period it is great if people buy your course since after the two month period if there are not much sales then your course will be harder to find under the Udemy search.
As Eliana pointed out it takes time for a course to pick up, but I would say the first two months are crucial. Finally Udemy has a lot of free tutorials that provide good tips for course creation.
