Minium age to publish a course.

Hi, my name is samuele, i'm italian and i want to publish a course. I think the only problem is my age: i'm 17. Is it possible for me to publish a course even if i'm underage?

A few days ago, i've already published a similar question, but i did't get enough informations to understand the situation.

I've took a look to the Terms Page but i can't found anything!

some say parental consent is required. Is it true? if it is true how to proceed? thanks anyone who can help me to understand 🙂
