If you look at this course its $199.99 before you log into udemy but then after logging into it its only $17.99.... How do I do this and do I set the price to $199 or $17... This is my first course so I am learning alot about this prices

You're seeing a sale price set by Udemy because the course's instructor opted in to Udemy sales. Udemy runs sales anywhere from $11.99-$24.99. You should opt into these sales (affiliate sales as well) to generate a lot of revenue.
If your course is of sufficient length, I'd recommend pricing it at $199.99 so that you are the greatest discount when your course is ultimately sold on sale.
Most of your own sales will be $9.99 coupon sales (of which you get 97% of the revenue or about $9.70) and free coupon sales used to generate student count and reviews.
