Do you mean something like PowToon? If there's something comparable that is totally free, I haven't seen it.
Making an online course is one of those things where you have to spend a little bit of money before making it. We're talking like $15 a month for PowToon; if you sell even a few copies of your course, you'll earn that back.
Alternatively, you could use something like Screencast-O-Matic if you just want to record your screen while presenting something. It's even cheaper.
