First timer here. Just want to clarify: When an instructor gives out a 100% discount coupon and provides private link to the course - that is all promotion is done by the instructor and not by Udemy - does that mean the instructor will a) be compensated 0 for the course, b) charged 3% fee for the course c) other - specify____________

Happy to help! If your course is priced at a certain amount, let's say 19,99 USD and you create a discount code for 100% of the course price, then the course will be for free. This means no income is generated for these registrations and therefore, no compensation will be generated for the instructor. On the other hand, there is no charge as well for these free registrations.
Yes, the codes generated by the instructor are for their marketing. Udemy does not market individual coupon codes.
